In You Can’t Build a New Silicon Valley Just Anywhere by Margaret O’Mara, writing for Foreign Policy magazine (August 16, 2010), she said, “for many of the would-be silicon cities being constructed by the Russias and Chinas of the world; with their long histories of centralized control, they are still convinced they can order up success.”
O’Mara’s theme is that the success we have seen in California’s Silicon Valley is due to the freedom America’s republic—now a democracy—offers along with loads of money from the government and venture capitalists with no strings attached.
However, there’s evidence that democracy isn’t needed for innovation, because China (ruled by Emperors under an autocratic imperialistic monarchy) was more technologically advanced than any country on earth for almost two thousand years.
In fact, a recent December 4, 2013 issue of the Wall Street Journal reported that “Beijing’s Zhongguancun district is “studying the style, personality, management and funding of (America’s) Silicon Valley. What’s more, they reject China’s traditional top-down corporate model, deference to management and emphasis on size.” In addition, successful high tech companies in China want to branch out to be more than just a Chinese company.
After all, the Chinese invented the stirrup for saddles which revolutionized warfare on horseback, gunpowder, the multistage rocket, the compass, paper, the printing press and pasta along with a long list of other innovations that changed the world.
China may not offer the same individual freedoms the West does, but “face”, which is important in Chinese culture, is a strong motivator to improvise and invent so one gains “face” and becomes powerful and wealthy.
Before Deng Xiaoping and the “Getting Rich is Glorious” generation that he gave birth to, I would have agreed with Margaret O’Mara but not now.

China’s goal to go green in the Middle Kingdom moves forward due to the wind and the sea along China’s long coast, which runs about 9,010 miles or 14,300 km.
“China has the largest wind resources in the world, and three-quarters of them are offshore,” Barbara Finamore, director of the Natural Resources Defense Council’s Beijing office, told Scientific American.

There’s an advantage having China’s government when it comes to creating green energy. In the U.S., the first potential offshore wind farm off the coast of Massachusetts took nearly a decade for approval and still faces potential regulatory and judicial obstacles.
While the U.S. struggles to get clearance for its first offshore wind farm, the world’s largest offshore wind farm started producing energy in 2010 off the British coast, the London Array, and now produces 620 megawatts, which is enough electricity to heat about 500,000 British homes. In China, the first offshore wind farm is near Shanghai and started supplying power to the city in July, 2010 with 102 megawatts being generated today. The second offshore wind farm is Jiangsu Rudong Inter-tidal Wind Farm generating 150 megawatts. Nine more offshore wind farms are expected to start construction in 2014; when completed it is expected they’ll generate more than 1800 megawatts of electricity. (Offshore Wind China)

On December 4, 2013, a New York Times headline shouted: “Shanghai Students Again Top Global Test”, and once again, America’s vocal critics of the U.S. Public Schools called for more reform.
Not so fast. In fact, maybe not at all.
In China, the first nine years of education is compulsory starting before age 7. Primary school takes the first six of those nine years; then there’s middle school for grades 7, 8, and 9.
Fifteen is the age of students who take the international PISA test—and in China [so-called] compulsory education ends at the age of fifteen and students who decide to stay in school have a choice between a vocational or academic senior high school track. That’s where the choice ends because in China the senior high schools pick students based on merit.
To explain how this works, the CCP has acknowledged a “9-6-3 rule”. This means that nine of ten children began primary school between the ages of 6 and 7; six complete the first five years and three graduate from sixth grade with good performance.
By the time a student reaches senior high school—grades 10, 11, and 12—most enrollment is in the cities and not in rural China. Most rural Chinese don’t value education as much as urban Chinese do. And many of the migrant urban workers from rural China still have some family back in the village where they often leave their younger children. And many migrant workers, when they retire from factory work, return to the village and the family home.
The United States, by comparison, keeps most kids in school until the end of high school at age 17/18. About 75% graduate on time and another 15% earn their high school diploma or equivalent GED by age 24—all on an academic track because there is no vocational public schools k to 12 in the U.S.
In addition, in China there is the Zhongkao, the Senior High School Entrance Examination, held annually to distinguish the top students who then are admitted to the highest performing senior high schools. This means that if the highest rated high school in Shanghai has 1,000 openings for 10th graders, the students who earn the top 1,000 scores on the Zhongkao get in and then the second highest rated high school takes the next batch of kids until the lowest rated senior high school in Shanghai gets the kids with the bottom scores on the Zhongkao.
Maybe actual numbers will help clarify what this means:
In 2010, 121 million children attended China’s primary schools with 78.4 million in junior and senior secondary schools. The total is 199.4 million kids.
According to World Education News & Reviews: “In 2010, senior high schools [in China] accommodated 46.8 million students (23.4% of the 199.5 million). But about 52 percent or only 40.8 million were enrolled in general senior high school, and 48 percent of those students were attending vocational senior high schools.”
That leaves 21.2 million enrolled in the senior high school academic track designed to prep kids for college—that’s 10.6% of the total. Then consider that Shanghai’s public schools are considered the best in China. This means that the fifteen-year-old students who take the international PISA in China are the elite of the elite attending China’s best public schools.
For a fair comparison—not what we’ll hear from the critics of public education in the United States—the Economic Policy Institute reports: “The U.S. administration of the most recent international (PISA) test resulted in students from the most disadvantaged schools being over-represented in the overall U.S. test-taker sample. This error further depressed the reported average U.S. test score. … But U.S. students from advantaged social class backgrounds perform better relative to their social class peers in the top-scoring countries [Canada, Finland, South Korea, France, Germany and the U.K.]” and “U.S. students from disadvantaged social class backgrounds perform better relative to their social class peers in the three similar post-industrial countries.”
In fact, “U.S. students from advantaged social class backgrounds perform better relative to their social class peers in the top-scoring countries of Finland and Canada. … and—on average—for almost every social class group, U.S. students do relatively better in reading than in math, compared to students in both the top-scoring and the similar post-industrial countries.”

A man or woman can survive for weeks without food but only days without water. Knowing that, it shouldn’t come as a surprise that Tibet will stay in China for some time and water may be the reason.
The Yellow River and Yangtze start in Tibet serving more than a third of China’s population—more than 400 million people. It’s possible that Mao realized the importance of water from Tibet when he sent 40,000 PRC troops to reoccupy the former troublesome province/tributary that at the urging of the British Empire’s broke from China in 1913 and declared its independence as a theocracy ruled by a Dalai Lama known as a living god.
Tibet has an area of about 1.3 million square kilometers (about 5 million square miles) and it is estimated that there are less than 3 million people living in Tibet. China, on the other hand, serves more than 1.3 billion people, so who benefits the most from water that starts its journey in Tibet?
Rajendra K. Pachauri, chairman of the Intergovernmental Panel on Climate Change and winner of the 2007 Nobel Peace Prize, said, “At least 500 million people in Asia and 250 million people in China are at risk from declining glacial flows on the Tibetan Plateau.” Source: Circle of Blue Waternews
If Tibet’s water were in the hands of anyone else like a free Tibet that might favor other nations over China, China’s future would be dim at best and dire in a worst-case scenario. As it is, China is one of the earth’s driest areas and the challenge to supply more than 1.3 billion people with water is a daunting task. In fact, China is in a race with disaster and the end of that race will be reached in a few decades.
Today, water and waste pollution is the single most serious issue facing China.
While replacing thousands of older, coal-burning power plants with cleaner technologies, building more hydroelectric dams, and constructing nuclear reactors, China is also adding desalinations plants to ease the growing water crises. In 2005, a desalination facility south of Shanghai started producing about 375,000 gallons of fresh water an hour, with a goal to build more plants and produce 250 million gallons of water per day by 2010. In fact, to achieve this, China contracted with IDE Technologies in Kadima, Israel to build four new desalination units and the first went on line near Beijing in 2010. These plants are designed to provide desalinated seawater for a power plant’s steam boilers as well as drinking water for local residents.
An ABC News report on September 13, 2013, said that China was building mega desalination plants to address water shortages. “China has about 20% of the world’s population but only 7% of the world’s fresh water reserves.”
China plans to more than triple its production of desalinated water to 2.2 million cubic meters a day by 2015 according to the Chinese Development and Reform Commission. Source: Bloomberg.com
And this isn’t all that China is doing to deal with its water woes. China is building an aqueduct—some of it underground known as the South-North Water Transfer Project—that may rival China’s Great Wall as a construction project that will cost twice as much as the Three Gorges Dam. The completed aqueduct will be slightly over 716 miles long.
China also plans to build 100 dams in Tibet—not only to generate electricity but to store much needed water for its more than 1.3 billion people. Both projects are controversial.

America’s Congress passed its Clean Air Act in 1970 because of dense, visible smog in many U.S. cities and industrial centers. The U.S. has emitted over 90 billion metric tons of carbon since 1800 from fossil-fuel consumption and cement production. U.S. fossil-fuel emissions have doubled since the 1950s but the U.S. share of global emissions has declined from 44% to 19% over the same interval because of higher growth rates in other countries. China’s Clean Air Act was first introduced in 1987. For an example of China’s progress, in 2006, Greenpeace was consulted by the CCP on an early draft of a renewable energy law by China’s National People’s Congress. Today—seven years later—China is the world’s leader in the production of renewable energy—in 2011, China produced 797.4 billion annual kilowatt-hours from alternative sources of energy production [hydroelectricity, wind power, biomass and solar] compared to the United States in second place with 699.3 billion.
While China’s air pollution problems may sound extreme and incomparable to air quality here in the U.S., we should not forget that America actually did face a very similar environmental situation during its industrialization. Source: Think Progress.org
Bill Chameideswrites in the Huffington Post about China’s efforts to reduce greenhouse gasses by 40 to 45 percent by 2020. He goes into detail how the Chinese plan to accomplish this.
Since 70% of China’s electricity comes from thousands of coal burning power plants, Chameides expresses doubts that China will be able to meet these lofty goals. However, I disagree. When you discover the downside of China’s coal burning power plants, it is obvious there is no choice but to clean up.
China’s one-party system has demonstrated the ability to get things done quickly and mistakes are made but so are course corrections. I witnessed China’s ability to get things done in Shanghai. We were staying in what was once the French concession. The stately mansions that had housed wealthy French families and their Chinese servants had been converted to communal multi-family homes still surrounded by high walls. When we went to sleep, the walls were there. In the morning, they were gone.
An army of workers arrived at night, took down the walls and trucked out the debris without making enough noise to wake people.
Although I disagree with Chameides conclusion, his piece is worth reading. And we should not lose sight of the fact that China’s population represents 19% of the earth’s total compared to 4.5% for the U.S. In addition, China’s average per capita CO2 emissions in 2011 was 7.2 tonnes per capita (per person) compared to 17.2 tonnes in America—one of the largest in the world.
